Standard City Planning Enabling Act (CPEA)

While this legislation was passed by the U.S. government in 1928, it was not adopted by the State of Louisiana until 1946. 

Standard State Zoning Enabling Act (SZEA)

The first, A Standard State Zoning Enabling Act (SZEA), was developed by an advisory committee on zoning appointed by Secretary of Commerce (and later President) Herbert Hoover in 1921. After several revisions, the Government Printing Office published the first printed edition in May 1924, and a revised edition in 1926.

Louisiana Constitution, Article 6, Section 17

1921 Louisiana Constitution, Article 6, Section 17:
A local governmental subdivision may:
1. Adopt regulations for land use, zoning and historic preservation, which authority is declared to be a public purpose
2. Create commissions and districts to implement those regulations
3. Review decisions of any such commission; and
4. Adopt standards for use, constructions, demolition and modification of areas and structures.
